The University of North Carolina Pembroke is accredited by the Southern Association of Colleges and Schools Commission on Colleges to award baccalaureate, master's and doctorate degrees. UNC Pembroke also may offer credentials such as certificates and diplomas at approved degree levels. Information Disclosure

The primary concern of Campus Safety is to ensure the safety and security of all members of the campus community. In compliance with Federal law, Campus Police maintain a daily log that records, by date reported, all safety and crime issues that occur at any of our locations, as well as any fires that occur in on-campus student housing facilities. This log is updated daily and available to the public during business hours. In addition to sharing a summary of the Campus Police daily log, the Annual Security and Annual Fire Report outlines procedures for any residential student who is believed to be missing, how to report criminal actions or other emergencies happening on campus, and the reporting of sexual crimes, sexual assault or other matters.

Under the statutory requirement, any postsecondary institution receiving federal funds must hold an educational program pertaining to the U.S. Constitution on September 17 of each year. Constitution Day and Citizenship Day is an American federal observance recognizing the adoption of the United States Constitution and those who have become U.S. citizens by birth or naturalization. It is normally observed on September 17, the day the U.S. Constitutional Convention signed the Constitution in 1787 in Philadelphia. Various activities are held across the institution including the reading of the Constitution, trivia and games, and classroom discussions.

UNCP is committed to respecting the rights of copyright holders and complying with copyright law. UNCP recognizes that the exclusive rights of copyright holders are balanced by limitations on those rights under federal copyright law, including the right to make fair use of copyrighted materials and the right to perform or display works during face-to-face teaching activities. Under copyright and Fair Use, employees and students are prohibited from using copyrighted works in any way that is not authorized by specific exemptions in the copyright law, including those granted explicitly to educators in classroom settings or licenses or written permission from the copyright owner. 

Peer-to-Peer File sharing, popularly known as P2P, is technology which allows computer users (peers) to find and share digital files. All students, faculty and staff at UNCP should be knowledgeable concerning file sharing/file downloading. In compliance with the Higher Education Reauthorization Act, DoIT provides this page of links for you to better understand P2P (Peer-to-Peer) file-sharing/file-downloading and the laws concerning this popular method of enjoying music, movies and more.

There are both legal and illegal means for obtaining your favorite music, popular movies, and other needed files. UNCP wants to ensure you have the necessary information to legally obtain and enjoy digital media. Illegally downloading and sharing copyrighted files carries serious consequences and UNCP is directed by law to inform you of those consequences and to address copyright violation notices. Our goal is to assist you in understanding the possibilities and consequences of illegal P2P (Peer-to-Peer) file-sharing/file-downloading on UNCP’s network while also being informed of the legal alternatives.

UNCP wants you to make the right choices while still enjoying your favorite entertainment media.

The sharing and downloading of copyrighted materials is governed by federal law as defined in the Digital Millennium Copyright Act.

In accordance with the Drug-Free Workplace Act of 1988 and the Drug-Free Schools and Communities Act Amendments of 1989, and the Higher Education Opportunity Act, adopted by Congress in 2008, UNC Pembroke prohibits the unlawful manufacture, possession, use or distribution of controlled substances or illicit drugs on campus. The university will take all necessary and lawful actions to eliminate illegal drugs from the university community.

UNCP offers drug and alcohol education and counseling services through the Counseling Center, Student Health Services, Housing & Residence Life and UNCP Police & Public Safety. In accordance with the Drug-Free Schools and Communities Act (DFSCA) and Part 86 of the Department of Education’s

General Administrative Regulations UNCP is obligated to distribute its Drug and Alcohol Abuse

Prevention Program (DAAPP) report to all students and employees on an annual basis.

In accordance to the UNCP Student Communication and Email Regulation every student is required to have an email address to which official college communications can be sent.

UNCP has an Emergency/Disaster Preparedness SOP (Standard Operating Procedure) that provides guidelines, structure, and a process in dealing with a wide range of crises. This manual describes what UNCP will do to prevent and manage crises to minimize their impact on the school and the student body.

In the event of a natural or man-made crisis or dangerous situation involving an immediate threat to the health or safety of students or employees occurring on the campus, UNCP has procedures to notify the campus community immediately. The primary communication method is the distribution of emergency notifications to student cellular phones. A series of loudspeakers across campus follow this method. This voice or tone notification can be activated remotely by Campus Police and certain college administrators. Email notification is also available for staff, faculty and students with a UNCP email account.

UNCP will, without delay, and taking into account the safety of the community, determine the content of the notification and initiate the emergency notification system, unless the notification will, in the professional judgment of responsible authorities, compromise efforts to assist victims or to contain, respond to or otherwise mitigate the emergency. The University Communications & Marketing will notify the larger community through press releases.

UNC Pembroke complies with the requirements of the Equity in Athletics Disclosure Act (EADA) by completing an annual report of participation rates, financial support, and other information on men’s and women’s intercollegiate athletic programs. The UNC Pembroke Report is available by searching UNC Pembroke on the U. S. Department of Post-Secondary Education website.

UNC Pembroke, in compliance with the Family Educational Rights and Privacy Act (FERPA) of 1974 which is designed to protect the student’s rights regarding educational records maintained by the institution. Under this Act, an eligible student (a student who is 18 years of age) or parent whose child is under the age of 18 has the following rights:

  1. Inspect and review the student’s educational record
  2. Request the amendment of the student’s education records that the student believes are inaccurate or misleading.
  3. Consent to disclosures of personally identifiable information (PII) contained in the student’s education records, except to the extent that FERPA authorizes disclosure without consent.
  4. File a complaint with the U.S. Department of Education concerning alleged failures by Georgia Military College to comply with the requirements of FERPA.

FERPA Policy

Financial aid (grants, loans and scholarships) will be disbursed to the student account up to ten days prior to the start of each term and can be used for various educational expenses, including books and supplies.

Students should contact their Academic Advisor with questions about the academic impact of their withdrawal. Recipients of veterans’ education benefits will also need to work closely with their Academic Advisor to see how their benefits might be affected. Financial Aid may be affected by withdrawing from classes in accordance with federal policies.

It is UNC Pembroke policy that students, staff, administrators, and faculty are entitled to a working environment and educational environment free of discriminatory harassment. UNC Pembroke’s harassment policy is not meant to inhibit or prohibit educational content or discussions inside or outside of the classroom that include germane, but controversial or sensitive subject matter. The sections below describe the specific forms of legally prohibited harassment that are also prohibited under UNC Pembroke policy.

Title IX Non-Discrimination Policy Statement

If you believe a student has engaged in, or if you have knowledge of, or if you have been a victim of, sexual misconduct that is prohibited as outlined at: Sexual Misconduct

When a student withdraws during a term, the amount of federal financial aid earned by the student is determined on a pro-rata basis up to the end of the 60% of the term. For example, if the student has completed 30% of the term, then the student has earned 30% of the aid originally scheduled to be received. Once a student has completed more than 60% of the term, then the student has earned all his or her federal financial aid. (Federal Work Study funds are excluded from the return of Title IV funds requirements.)

If a student has received excess funds, the College must return a portion of the excess equal to or the lesser of:

  • The student’s institutional charge multiplied by unearned percentage of funds, or
  • The entire amount of the excess funds.

If the aid to be returned is in the form of a loan that has been released to the student (or parent) borrower, the student (or parent) can repay the loan in accordance with the terms of the promissory note over a period of time. If the aid to be returned is in the form of grant funds, the law provides that the student may repay 50% of the grant rather than 100%.

Within 30 days of the date of UNCP’s determination that a student withdraws, UNCP will provide written notification to the student, or parent in the case of a parent PLUS loan, that outlines results of the refund calculation and post-withdrawal disbursements eligibility, if applicable. Any unearned Title IV funds are returned within 45 days of the date UNCP determined the student withdrew.

The Federal Trade Commission (FTC) web site contains important information for students and parents about scholarship scams at How To Avoid Scholarship and Financial Aid Scams | Consumer Advice (ftc. gov). The FTC cautions the use of scholarship service agencies that say:

  • “The scholarship is guaranteed or your money back.”
  • “You can’t get this information anywhere else.”
  • “I just need your credit card or bank account number to hold this scholarship.”
  • “We’ll do all the work. You just pay a processing fee.”
  • “The scholarship will cost some money.”
  • “You’ve been selected by a ‘national foundation’ to receive a scholarship or ‘you’re a finalist’ in a contest you never entered.”

If you believe you have been the victim of scholarship fraud, wish to file a complaint or want more information, call 1.877.382.4357. Also, the Consumer Financial Protection Bureau (CFPB) website contains important information for students and parents about student loan debt relief scams. The CFPB warns students at Paying for School and Avoiding Scams | Consumer Advice (ftc. gov).

To avoid paying third-party or private companies that provide debt relief based on the following warning signs:

  • Pressure to pay high up-front fees
  • Promises of fast loan forgiveness or debt cancellation
  • Demands that you sign a “third-party authorization”
  • Requests for your FSA ID
